When specifying times, add Pacific time (or the appropriate time zone) at the end unless you're certain your audience will presume it based on the context of the page. Don't use PST or PDT abbreviations.

CORRECT:
The Webcast takes place this Friday at 3:00 PM Pacific time.
ACCEPTABLE:
All first-year students meet at the Kalmanovitz Library at 4:30 PM on Friday, April 7.
